RBSC Clubhouse Project Progress Report & Status Update

The Royal Bangkok Sports Club would like to provide the following progress report on the current situation of the Clubhouse Project, as per our ongoing and continued updates regarding the status of the project, as follows:

As per the approval vote by Members at the last Extraordinary General Meeting No. 1 / 2023-2024 on 13^th September 2023, it was agreed by a majority that a new building should be built to replace the old structure. At that time, the 2021/2022 – 2022/2023 General Committee (GC) set up a Working Group for Clubhouse Project (Working Group) in order to further the project along, and whose work has since been handed over to the current GC to progress the work forward. The current GC remains optimistic in ultimately bringing the site back into full operational use by members, and the Working Group have since prepared an initial draft of the new Clubhouse building according to guidelines from the Fine Arts Department with recognition of the Clubhouse’s historical significance and that the original form of the building should be preserved at its original location. The draft of the new building has been presented to the landlord, the Crown Property Bureau (CPB), for further consideration and approval.

However, as time progressed, there were factors that have caused the project to be unable to move ahead and start the final design and construction work. For example, one such issue was the Club receiving a letter from the Senate Standing Committee on Religions, Morals, Ethics, Arts and Culture. The letter requested the Club to reconsider an alternative to restore the structure instead of demolishing and rebuilding a new structure based on the opinion that the Clubhouse building had artistic, architectural, historical and archaeological significance, and was worthy of preservation.

Therefore, based on instances such as this, the Club has needed more time to further discuss these such topics with the CPB, to determine a clear path forward. Currently, the latest development is that the CPB is coordinating with the reputable expertise of Siam Cement Public Company Limited (SCG), to undertake site visits in order to have a final inspection of the structural integrity and engineering of the Clubhouse building once again. The CPB and SCG have already come to survey on 30^th May 2024, and are in the process of preparing an operation plan and budget for the said site survey inspection.

In this regard, the Club would like to inform members that the GC and the Working Group remain dedicated in continuing to expedite the Clubhouse Project in order to fully restore the operational capacity of the site.  However, as certain issues and necessary factors remain in the final guidelines from the CPB,  as soon as there are any further progress updates, the Club will immediately inform and publicize more of the latest information to all members.

รายงานความคืบหน้าและสถานการณ์ของโครงการอาคารคลับเฮาส์ สมาคมราชกรีฑาสโมสร

สมาคมราชกรีฑาสโมสร ขอรายงานความคืบหน้าสถานการณ์ปัจจุบันของโครงการอาคารคลับเฮาส์  ตามที่ได้มีการดำเนินการโครงการ ดังต่อไปนี้

จากการลงมติเห็นชอบของสมาชิกในที่ประชุมใหญ่วิสามัญครั้งล่าสุด ครั้งที่ 1 / 2566-2567 เมื่อวันที่  13 กันยายน 2566 สมาชิกส่วนใหญ่เห็นว่าควรสร้างอาคารคลับเฮาส์หลังใหม่ทดแทนโครงสร้างอาคารเดิม คณะกรรมการอำนวยการทั่วไปประจำปี 2564/2565 – 2565/2566 ได้แต่งตั้งคณะทำงานโครงการอาคารคลับเฮาส์ เพื่อดำเนินการโครงการต่อ และส่งมอบงานโครงการมายังคณะกรรมการอำนวยการทั่วไปชุดปัจจุบัน ซึ่งคณะกรรมการอำนวยการทั่วไปชุดปัจจุบัน มีความมุ่งมั่นในการนำอาคารคลับเฮาส์กลับมาให้สมาชิกได้ใช้งานได้เต็มศักยภาพ คณะทำงานโครงการฯ ได้จัดทำแบบร่างการออกแบบเบื้องต้นของอาคารคลับเฮาส์หลังใหม่ ตามแนวทางของกรมศิลปากร ว่าอาคารคลับเฮาส์มีคุณค่าความสำคัญทางประวัติศาสตร์ ควรอนุรักษ์รูปแบบดั้งเดิมของอาคาร ไว้ในตำแหน่งที่ตั้งเดิม ทั้งนี้ ได้มีการนำเสนอแบบร่างของอาคารหลังใหม่ให้สำนักงานทรัพย์สินพระมหากษัตริย์ (สำนักงานทรัพย์สินฯ) ซึ่งเป็นเจ้าของสถานที่ เพื่อพิจารณาอนุมัติต่อไป

อย่างไรก็ตาม ในระหว่างการดำเนินงาน มีเหตุปัจจัยที่ส่งผลให้โครงการยังไม่สามารถเดินหน้าต่อไปยังขั้นตอนการออกแบบก่อสร้างได้ อาทิ สมาคมฯ ได้รับหนังสือจากคณะกรรมาธิการการศาสนา คุณธรรม จริยธรรม ศิลปะและวัฒนธรรม วุฒิสภา ให้สมาคมฯ พิจารณาทบทวนแนวทางการบูรณปฏิสังขรณ์โครงสร้างของอาคาร  แทนการรื้อถอนและสร้างอาคารหลังใหม่ เนื่องจากอาคารคลับเฮาส์ มีคุณค่าทางศิลปะสถาปัตยกรรม ประวัติศาสตร์ โบราณคดี ควรค่าแก่การอนุรักษ์

จากเหตุการณ์ดังกล่าว สมาคมฯ จึงจำเป็นต้องใช้เวลาเพิ่มเติมในการหารือร่วมกับสำนักงานทรัพย์สินฯ เพื่อกำหนดแนวทางที่ชัดเจนต่อไป ทั้งนี้ ความคืบหน้าล่าสุด คือสำนักงานทรัพย์สินฯ ได้ประสานให้ บริษัท ปูนซีเมนต์ไทย จำกัด (มหาชน) ซึ่งเป็นผู้เชี่ยวชาญที่มีความน่าเชื่อถือ  เพื่อร่วมลงสำรวจพื้นที่ครั้งสุดท้ายเพื่อตรวจสอบด้านวิศวกรรมโครงสร้าง และความมั่นคงแข็งแรงของอาคารคลับเฮาส์อีกครั้ง ซึ่งสำนักงานทรัพย์สินฯ และบริษัท ปูนซีเมนต์ไทย ได้เข้ามาสำรวจแล้วเมื่อวันที่ 30 พฤษภาคม 2567 และอยู่ระหว่างจัดทำแผนการดำเนินงาน และงบประมาณในการดำเนินงานดังกล่าว

ทั้งนี้ สมาคมฯ ขอเรียนให้สมาชิกทราบว่า คณะกรรมการอำนวยการทั่วไป และคณะทำงานโครงการฯ มีความมุ่งมั่น ในการดำเนินการโครงการอาคารคลับเฮาส์ ให้กลับมาใช้งานโดยสมบูรณ์ได้โดยเร็วมาโดยตลอด แต่ยังมีเหตุปัจจัยที่สมาคมฯ มีความจำเป็นที่ต้องรอการสรุปแนวทางสุดท้ายจากสำนักงานทรัพย์สินฯ อีกครั้ง หากมีความคืบหน้าประการใด สมาคมฯ จะประชาสัมพันธ์ข้อมูลเพิ่มเติมแก่สมาชิกทุกท่านโดยทันที
